The COM made the decision at its meeting on Malekula in October last year, following the Prime Minister's announcement on Independence Day.

The Vanuatu Daily Post reports COM has instructed the Prime Minister's Office to re-submit the paper following provisions of the Government Act.

Public Relations Officer (PRO) of Prime Minister's Office, Fred Vurobaravu, said the Minister of Justice and Community Services (MoJCS)and the Prime Minister will re-submit the paper to COM after hosting consultations.

The decision will allow the Ministry of Infrastructure and Public Utilities and the Ministry of Finance and Economic Management to engage in the normal tender process.

COM endorsed that supervisory, engineering and managerial roles are to be performed by the government through MIPU or any sub-contracted company.

Minister of Finance, Johnny Koanapo said communities will be engaged in these projects and the procurement process would be shorter.

The Council of Minister has approved $US324,000 for a two day nation-wide celebration.

The National Events Co-ordinator, Fred Samuel, said events would be held in Port Vila, Luganville, and all provincial capitals on 3 and 4 December.

The Daily Post Newspaper reported each centre would be allocated money for the festivities, which would include cultural activities, made-in Vanuatu displays and more.

The council met on 11 December and also agreed to a continued emphasis on second home and safe shelter options outside of Ambae.

The COM approved that all Ministries and Departments to immediately recommence programms and services on Ambae to pre-disaster operation levels in-line with Government policy requirements.

Likewise, development partners and NGOs humanitarian assistance on Ambae is welcome for the recovery and continued development of the Island;
