Internal Affairs Minister recognises New Zealand for RSE impact in Vanuatu

Minister of Internal Affairs Andrew Napuat, has acknowledged the New Zealand Government and key players of the Recognised Seasonal Employers scheme for recognising Vanuatu’s longstanding commitment to the labour mobility programme.

Napuat highlighted this in his official opening address at the opening of the RSE Conference held in Port Vila.

“Vanuatu is fortunate to host this conference and sees it as a reflection of the success of our workers and Vanuatu’s ranking as the top sending country in the Pacific region. By moving this conference to our shores is yet another achievement for us in that we are seen as a committed partner.”

RSE is a golden opportunity for many basic and low-level skilled Ni-Vanuatu workers, who have contributed their earnings towards developing their respective communities.

This has been visible in initiatives such as farming projects in the area of cattle, kava and vegetables; community livelihood projects in the area of water systems, schools, medical clinics, and shops; and in homes, including new buildings, especially after TC PAM; school fees; and transportation.” He said, “Vanuatu’s seasonal workers have enhanced New Zealand’s workforce capacity and have become a pillar for economic and social development in Vanuatu.

“4,355 Vanuatu workers were deployed to work on New Zealand farms in 2018, through the Recognized Seasonal Employment (RSE) scheme. Since 2009, Vanuatu has managed to retain its place in sending the highest numbers of workers to New Zealand” Mr Napuat said.

Labour mobility is an important development agenda for the government of Vanuatu as is reflected in the National Sustainable Development Plan (2015-2030) after 12 years and being the host of this conference, Mr Napuat believes it is timely to reflect, face up to the challenges and find constructive ways forward. This includes identifying opportunities for strengthening the program and ensuring Vanuatu is in a strong position to take on new migrant Labour programs.

The intensive three (3) day conference wrapped up with field trips around Efate and Tanna Island where key RSE stakeholders witnessed first hand success stories of how returning RSE employees positively impact lives in Vanuatu’s rural communities.
