A letter has been issued by the United Nations Secretary General, Ban Ki-Moon to Vanuatu and 14 other countries that have not honored their commitment to pay up their annual contribution to the UN regular budget, which means they can’t vote in the 193-member world body unless there are exceptional circumstances.
